Currently, when I try to share a report with a user in an organization it seems to fail "silently". It would be nice to have an appropriate warning message instead to let me know that the user is a member of an org and let me choose to:
- accept the risks and share with them anyway
- share with them but (if not already applied) add an appropriate filter for their org
- not share with them

As a first step towards this, an error message would be preferable to a silent error.
