Use Organizations to manage reports
Customer is using the multi organizational features and would like for the admins to be able to create reports and share them to specific organizations with in their tenant. This would allow them to easily create reports for the individual org and share them out to the correct groups of users.

Currently, when I try to share a report with a user in an organization it seems to fail "silently". It would be nice to have an appropriate warning message instead to let me know that the user is a member of an org and let me choose to:
- accept the risks and share with them anyway
- share with them but (if not already applied) add an appropriate filter for their org
- not share with themAs a first step towards this, an error message would be preferable to a silent error.

The initial version of subscribing to the dashboard will only allow sharing with people from the same organization. We'll reconsider this once we release the feature and gather more feedback.

We are analyzing whether this use case can be resolved with the new dashboard subscription functionality, but we have not made a decision yet.
